To provide a cement composition capable of exhibiting the self-sustainability of the concrete composition in a short time and ensuring excellent fluidity during work, and a method for producing the cement composition.SOLUTION: A cement composition according to the present invention is a cement composition comprising a base cement and an admixture, wherein the admixture contains a calcium silicate hardening accelerator and an ultra-fast cement, and wherein the mass ratio of the content of the calcium silicate hardening accelerator relative to the total content of the calcium silicate hardening accelerator and the ultra-fast cement is between 0.25 and 0.50, and the total content of the calcium silicate hardening accelerator and the ultra-fast cement relative to the base cement is 0.75 mass% or more and 4.50 mass% or less.SELECTED DRAWING: None
