To provide a new technique that can smoothly cope with the occurrence of a crisis in an issuer's secret key when constructing certificate issuing service, and can technically avoid the risk of a person who performs certificate issuing service and a user.
A plurality of certificates signed by different issuer's secrete keys are created to one certificate issuing request, and are issued to the user. And when it is determined that safety in the issuer's secrete keys used for issuing the certificate is lost, a safe issuer's secrete key is used to create a new certificate for issuing. By this configuration, a smooth response can be made to the occurrence of a crisis in the issuer's secret keys, and the risk of the person who performs certificate issuing service and the user can be technically avoided.
