PURPOSE: To provide a character recognizing device capable of surely executing character recognition by a simple constitution.
CONSTITUTION: The character recognizing device is constituted of a normalizing feature extracting part 10 for extracting a feature A for normalization from character information, a normalizing part 11 for normalizing a character by using the feature A obtained from the extracting part 10 so that feature values are uniformly distributed, a recognizing feature extracting part 12 for extracting a feature B for recognition from the normalized character, a collating part 3 for collating the feature B extracted by the extracting part 12 with a previously formed dictionary 4, and a recognized result output part 5 for receiving the output of the collating part 3 and outputting the obtained recognized result.
