To speedily and accurately calculate a delivery charge for a parcel by providing a means which measures the weight of the parcel, etc., a means which reads the address of a delivery destination attached to the parcel and a means which calculates the delivery charge on the basis of the measured weight and the delivery destination address.

This instrument is provided with an automatic weigher 10 which can measure the weight of a parcel, an image reader 20 which reads the address of a delivery destination attached to the parcel, etc., and a charge calculating means (CPU 31, ROM 32 and system RAM 33) which calculates a delivery charge on the basis of the measured weight and the read address. Namely, when a customer proposes the delivery of a parcel, this instrument automatically weighs the parcel by the weigher 10 and inputs its information to the CPU 31 to calculate the amount of money of a necessary stamp. Further, an image is read to of the surface where the delivery destination address is attached and the delivery area is judged from the read image. Then, the delivery charge is calculated from the calculated necessary amount of the stamp and the delivery destination address.
