The pre-paid mobile phone 11 transmits electronic money to a center server 21 by using the electronic money charged in its IC section 16 through a communication network (S6). The center server 21 updates the available call units by each of pre-paid mobile phones 11 under the control of the center server 21 (S7) to attain a speech by the pre-paid mobile phones 11. Since the pre-paid mobile phone 11 and the center server 21 directly exchange the electronic money in this way, pre-paid cards and POS registers or the like for charge payment are not required in the system, resulting in simplifying the system.
