There is provided a chip collecting device 50 for housing chips which are formed by cutting a belt-like scrap 14 separated from a film material discharged out of a packaging machine. It has a case 51 with its upper part being opened to enable a dust bag 38 for collecting some chips. A gas discharging pipe 53 is connected to a circumferential edge of a circular through-pass hole below a side surface of the case, both inside and outside portions of the case are communicated to each other through the gas discharging pipe, resulting in that flowing-in or flowing-out of air is enabled. One end of a hose 54 is fixed to the gas-discharging pipe and the other end of the hose is connected to a suction blower. When the suction blower is operated, air in the case is sucked and removed to cause a pressure in the case to be reduced and the dust bag to be expanded.
