PROBLEM TO BE SOLVED: To provide a glass cleaner that not only removes the dust, particles or the like adhered to the surface of a glass substrate, but also can carry out a surface modification for improving the adhesion property and attachability property.SOLUTION: Provided is a glass cleaner containing: as (a) at least one kind of alkali component of an inorganic alkali agent, an organic alkali agent and an alkaline chelating agent; as (b) component at least one of a nonionic surfactant having an HLB of 5 to 10; and as (c) component at least one of a nonionic surfactant having an HLB of 11 to 16.SELECTED DRAWING: None
