To roll round a cleaning member so that toner may not be piled up in a gap formed by the cleaning member and a cleaned member while suppressing increase of running costs.
The cleaning device 1 has: a belt-like web sheet 2; a transmission roller 3 which rolls round the web sheet 2 and stores it; a winding roller 4 which intermittently rolls round the web sheet 2 stored in the transmission roller 3 along a predetermined path passing through a cleaning position A. In addition, the winding roller 4 rotates by every predetermined timing to roll round the web sheet 2 by first winding amount and rolls round the web sheet 2 by second winding amount more than the first winding amount instead of the first winding amount whenever winding performance frequency by the first winding amount reaches predetermined frequency.
