PURPOSE: To provide a cleaning device and an image formation device ensuring freedom from the ingress of a paper residue and the deterioration of transferred image quality, even in the reuse of a developer residual on a photoreceptor.

CONSTITUTION: Paper residue removal means 29a and 29b for allowing the passage of toner but blocking the passage of a paper residue, are provided at the back of a recovery blade 27 on an image carrier 11a. The means 29a and 29b have a conductive member of suitable density, and the conductive member is fitted with a voltage application means for applying proper voltage of proper polarity. Proper voltage is applied to the conductive member through the voltage application means, thereby causing toner to be electrostatically adsorbed to the conductive member and filling the conductive member with the toner to a saturated condition. Only the excess of the toner in the conductive member is thus allowed to pass, while the paper residue is removed with the conductive member.
