To provide a cleaning device having an improved cleaning performance and an image forming apparatus including the same.SOLUTION: A cleaning device comprises: an image carrier that carries a toner image; a cleaning unit that is in contact with a surface of the image carrier to remove an attachment attached to the surface; an urging unit that urges the cleaning unit toward the surface of the image carrier; and a support member that has a first support part rotatably supporting the image carrier, a second support part rotatably supporting the cleaning unit, and a third support part supporting the urging unit, and is formed of one member.SELECTED DRAWING: Figure 3
