PURPOSE: To provide a cleaning device which cleans a photosensitive body with high accuracy by simple constitution.

CONSTITUTION: In the case of removing developer remaining on the surface of the photosensitive drum 2 after transfer, whose surface is at 1st potential V1, the developer on the surface of the photosensitive drum 2 is removed by a conductive brush 16 constituted by flocking conductive fiber 15 and fixed at 2nd potential V2 different from the 1st potential V1 of the surface of the photosensitive body. The developer adhering to the brush 16 comes in contact with the brush 16 and scraped by a scraping plate 17 fixed at 3rd potential V3 different from the 2nd potential V2. Therefore, the photosensitive drum 2 is cleaned with high accuracy by the simple constitution.
