While a suppressing pad 14 is attracted through a disc 15 by electromagnetic force by an electromagnet 16 against the spring force of a spring 17 under a normal condition, and under a power supply losing condition, the electromagnetic force of the electromagnet 16 is also lost, and the suppressing pad 14 is made to be in sliding contact with a sliding contact part 12 integrated with the rotary shaft 1e of a driving motor by the spring force of the spring 17. Hereby, the rotation of this rotary shaft 1e can be suppressed, and the closing seed of a guide vane can be suppressed.
