In a hydrostatic continuously variable transmission CVT wherein a hydraulic pump P and a hydraulic motor M are connected through an inner passage 56 and an outer passage 57, and a capacity of the hydraulic motor M is variably controlled, the clutch device CL is movably mounted in a spool hole 6d formed in a transmission output shaft 6 rotatably supporting the hydraulic pump and the hydraulic motor, and has a valve spool 70 for connecting and disconnecting the inner passage 56 and the outer passage 57 on the basis of its movement, and a governor mechanism mounted on a pump casing 20 of the hydraulic pump P and generating the governor force corresponding to a rotating speed of an input rotating member by using the centrifugal force generated by the rotation, and the valve spool 70 is moved in the spool hole by using the governor force generated from the governor mechanism.
