PURPOSE: To form a uniform film by dropping a liquid material directly onto a columnar material while being moved and rubbing the surface of the material by means of a soft material.
CONSTITUTION: The specified quantity of a liquid material 10 is dropped onto the upper surface of a continuous columnar material 1 by a dropping device 2. When a dropping section of the liquid material 10 is moved to a section of a soft material 3, the liquid material is permeated into the soft material 3 and simultaneously prevailed over all the side periphery of the columnar material 1 to form a uniform film 8. The quantity of the liquid material 10 dropped from the dropping device 2 is set more than the required quantity of liquid material to be applied on the surface of the continuous columnar material 10. The required portion of the liquid material is immersed into the soft material 3 and retained thereon, while the excessive portion is recovered in a recovery liquid reservoir 7. The cost of liquid material can be reduced by said arrangement.
