PURPOSE: To suppress the corrosion of an steel article with the dissolution of a corrosion suppressor in case when a defect is generated on the surface of the steel article, by forming on the surface of the steel article an under-coat layer containing a corrosion suppressor, and forming an ordinary coating layer on the under-coat layer.
CONSTITUTION: A paint for making an under-coat, which is selected according to its application, is mixed with one or more kinds of organic corrosion suppressor such as organic nitrogen compounds, organic oxygen compounds, organic sulfur compounds or unsaturated hydrocarbon compounds. The mixture is applied as a layer 2 onto the surface of a steel article 1 which is preparatively cleaned, by a conventional method. The steel article is then coated with a paint 3 as an upper coat layer. In case where a defect 4 is generated in the coating layers, an organic corrosion suppressor 5 is dissolved from the under coat layer 2 into a corrosive solution. The dissolved corrosion suppressor 5 is absorbed onto the surface of the steel article 1 to generated a protective film 6.
