To provide a coding apparatus and a coding program which is also capable of dealing with a case where a scene change frequently occurs, and coding a moving image, without incurring delays or unnecessary processing in coding and without deteriorating image quality of a coded image.

In a coding apparatus 1, a GOP structure is predicted by a GOP structure prediction determining means 3 for detecting scene changes, and a picture type is determined from a result of the detection. In a coding means for coding a moving image, the moving image is coded by a coding processing means 5, while controlling the bit rate, according to the determined picture type by determining the picture type with this GOP structure predictive determination means 3.
