To provide a coil forming device and a stator manufacturing method that improve productivity.SOLUTION: A coil forming device 2 that forms at least a part of the coil 10 inserted into a plurality of slots penetrating a stator core 20 in the axial direction, includes a first radially expanding member 110 arranged on one axial side of the stator core 20 and moving in the radial direction, a second radially expanding member 210 arranged on the other axial side of the stator core 20 and moving in the radial direction, and a moving mechanism that moves the first radially expanding member 110 and the second radially expanding member 210 radially outward, where the first radially expanding member 110 and the second radially expanding member 210 are separate members.SELECTED DRAWING: Figure 2
