A rubber unit 1, formed so that the surface pressure of a contact surface with a cable insulator, reaches 0.67 kgf/cm2 or larger in the case of installation to a cable connecting section is diameter-expanded and supported beforehand on a diameter-expanding holding member in factory, the diameter- expanding holding member is removed in the field, and the rubber unit 1 is mounted on an extra-high voltage power cable. Fitting surface pressure higher than approximately 0.4 kgf/cm2 can be ensured, even if it is used for over 30 years by setting the initial fitting surface pressure of the rubber unit 1 at the value or more, and necessary electrical performance and waterproof performance can be assured. Since the diameter-expanding holding member is removed on the field and the rubber unit is set up to the connecting section of the high- voltage power cable, the execution of works on the field is facilitated, and the possibility that connecting works as foreign substances being left as they are, rolled in a can also be avoided.
