A collision detecting apparatus detects the rotating speed of a DC motor during running of the vehicle, compares its output signal with a rotating speed command signal to give proportional/integrating characteristics, converts the output signal into a PWM signal, discriminates whether it is an abnormal condition with the variation of the duty ratio and the rotational speed of the DC motor, gives the PWM signal to the DC motor if normal, and standbys for a predetermined time, measures the time duration during which the abnormal condition continues, if abnormal, and compares the output signal with a predetermined prescribed threshold value for detecting the abnormality, and stops the DC motor if the output signal of the compared result is abnormal.
