The color cone illumination rubber base 200 provided with a light-emitting diode 210, a solar battery 220, a secondary battery, and a charging light emitting control circuit is formed on a color cone rubber base 200, and is covered on a color cone which is desired to illuminate. Charging is controlled through a charging control circuit in such a way that the secondary battery is not over-charged by the solar battery 220 in the daytime, and over-discharge is prevented by obtaining power from the secondary battery when illumination is required, and the light emitting diode 210 is lighted or blinked with a light emitting control circuit 240. A color cone surface constitutes a red retroreflective surface in such a way as to be sufficiently viewed when illuminated from a remote place. The light emitting diode 210 is pulse-lighted by a current which has low duty, a large instantaneous value, and a very small average current using the afterglow property of eyes, and an effective visibility property is enhanced by charging power due to the generation of electricity through the limited area of the solar battery.
