The color filter includes: a substrate; a black matrix with liquid-repellent tops, which is formed on the substrate and has a liquid-repellent surface and includes a resin light-shielding part having an opening and a hydrophilic layer for black matrix formed on at least a side surface of the resin light-shielding part and made of a hydrophilic material and has liquid-repellent tops; and the colored layer which is formed in the opening and is brought into contact with the hydrophilic layer for black matrix on a side surface of the black matrix with liquid-repellent tops.
