To enable a visually-impaired person to easily use a portable terminal such as a cellular phone with a camera as a color recognition device for the visually-impaired person or the like in everyday life.
This device comprises an OS (BREW) 200 for operating the cellular phone 100 as a system, a RAM 126 that is a main memory loading an application program for functioning the cellular phone 100 as the color recognition device, a nonvolatile memory 124 storing a voice data file or the like, and a button group 130, in which the camera 110 exchanges control information or data with an image memory 112, a sound source LSI 154 and the like. A plurality of pixels are acquired from a partial area of an image taken by the camera 110 by the application program. One color is determined from the acquired pixels, the determined color is converted to voice data, and the voice data are outputted as sound from the sound source LSI 154.
