PURPOSE: To display excellent fuctions as road-signs by forming a core part layer, in which waste, such as slag, sludge, and soot and dust, etc., is joined with thermoplastic resin, and a filler layer on the core part layer, and coating the surface of the filler layer with a colored layer.

CONSTITUTION: The waste of about 70-95wt.% of slag, sludge, and soot and dust, etc., is joined with thermoplastic resin to form a fore part layer 3. A filler layer 2, formed by joining the waste of about 70-95wt.% of slag, sludge, and soot and dust, etc., with about 5-30wt.% of thermoplastic resin, is formed on the core part layer 3. Then the filler layer 2 is coated with a surface layer 1 which unsaturated polyester resin containing color pigment is hardened. In this case, glass beads 1a are scattered in the unsaturated polyester resin in the surface layer 1, an aluminum foil 1b is applied on the back side successively. Also glass beads, having-grain diameters of about 80-840μ and refractive indexes of 1.5-1.6, 1.7-1.9, 1.9-1.95, and 2.2-2.3, is used for the glass beads 1a.
