The device is provided with a pressure detecting means 26 for detecting a pressure of a downstream side of a combustion part 18 burning town gas, LPG, off-gas exhausted from a fuel cell, or a mixture of the gases, and a control part 22 receiving data of the pressure detecting means 26, and carrying out determination of a combustion state of the combustion part 18 and control of an air feeding means 21. It is composed such that a hydrogen producer 1 is heated by combustion of only the off-gas (unreacted gaseous hydrogen) exhausted from the fuel cell without adding extra fuel irrespective of components of fuel such as a concentration of hydrocarbon when carrying out detection of a flame 12. By this, reforming efficiency of the hydrogen producer 1 can be improved. Since a proper air volume can be supplied to the flame 12, a combustion device with favorable exhaust gas can be provided.
