PROBLEM TO BE SOLVED: To introduce ETC (Electronic Toll Collection system) without providing a plurality of ETC lanes.SOLUTION: A first entry pre-detector 122 of a first entry lane 120 detects a vehicle 109A arrived at a first entry gate 129. However, when a vehicle 109B having entered from a second entry lane 140 passes a common road 110, a first entry control unit 121 does not open the first entry gate 129. After the vehicle 109B passes through a second exit gate 159 of a second exit lane 150, the first entry control unit 121 opens the first entry gate 129 and the vehicle 109A passes the common road 110.SELECTED DRAWING: Figure 1
