A CPU 14 of a TS transmitter-receiver 30 extracts PAT and PMT packets from MPEG2-TS data before a transmission request of the MPEG2-TS data, stores them to a memory 13, transmits the PAT and PMT packets stored in the memory 13 via a network controller section 12, a network interface section 11, and a network 10 on the occurrence of a transmission request of the MPEG2-TS data, and thereafter transmits the MPEG2-TS data encoded by an MPEG2-TS encoder 18 via the network controller section 12, the network interface section 11, and the network 10 as its controls.
