To properly protect a primary system from a secondary system.SOLUTION: A communication control device includes a control unit that selects one of multiple primary system protection methods including dynamic or static protection methods on the basis of a primary system radio station usage pattern and usage location information, protects the primary system radio station on the basis of the selected protection method. The control unit uses a protection target area determined on the basis of the usage position information of another radio station which is a communication partner or a protection target point determined on the basis of the usage position information of the other radio to predict the direction of the protection target antenna of the primary system radio station.SELECTED DRAWING: Figure 10
