PROBLEM TO BE SOLVED: To provide a communication controller which can control power supply in response to a detected result by detecting whether it is a private communication terminal having a constitution for receiving the power supply or not. SOLUTION: When a communication terminal is connected to a transformer 13(n), a control unit 11 turns off a switching element 161 to arrange a testing environment. Switching elements 162, 165 are turned on, switching elements 163, 164 are turned off to form a first current path, and current flows forward. When the current flows forward, the elements 162, 165 are turned off, the elements 163, 164 are turned on to form a second current path. The current flows reverse. When the current flows reverse, the connected communication terminal is judged as a corresponding communication terminal, and the power supply is performed.
