To enable to choose arbitrarily one of mobile communication performed via a base station by using user specific identification information and network communication performed not via the base station but via a communication device arranged on the network which has a high-speed line and a public line.
An authentication information recording part 103 records user specific authentication information. A first communication part 104 transmits the authentication information to the base station and performs mobile communication under a usual communication procedure. A second communication part 106 transmits the user specific authentication information to a communication device 151. In the communication device 151, an authentication information reception part 152 receives the authentication information from a mobile telephone set 101, an IP address allocating part 153 allocates an IP address, and a communication part 154 transmits the IP address to the mobile telephone set 101. In the mobile telephone set 101, the IP address receiving part 105 receives and holds the IP address from the communication device 151, and performs network communication by using the IP address.
