PROBLEM TO BE SOLVED: To provide a communication device that, when the communication device cannot normally receive emergency information, can quickly and smoothly restore communication with a distribution destination of the emergency information, an emergency information notification system, and a program.SOLUTION: A portable terminal device 50 comprises a control part 51, a communication part 56, a display part 52, a voice input part 54b, and a voice output part 54a. When despite detecting a voice for notifying an earthquake early warning output from another portable terminal device 50 via the voice input part 54b, and the control part 51 does not execute notification processing based on the earthquake early warning, the control part executes communication confirmation processing for confirming if communication with a distribution server 20 is normal via the communication part 56, and when determining that the communication with the distribution server 20 is not normally performed in the communication confirmation processing, causes the display part 52 and voice output part 54a to output information indicating the presence of a trouble in the communication with the distribution server 20.SELECTED DRAWING: Figure 2
