PROBLEM TO BE SOLVED: To provide a communication device that can quickly and smoothly notify a user of emergencies that can continuously occur, an emergency information notification system, and a program.SOLUTION: A communication device 40 receives an earthquake early warning distributed from a distribution server 20 and performs notification based on the earthquake early warning. The communication device 40 comprises a control part, a communication part, a display part 42, and a voice output part. The communication part performs communication via the Internet network 30. The display part 42 and voice output part output information based on the earthquake early warning. When receiving the earthquake early warning from the distribution server 20 via the communication part, the control part 41 suspends update processing on a preset program excluding processing related to the reception and notification of the earthquake early warning.SELECTED DRAWING: Figure 1
