A measurement-periods holding unit 11 holds a measurement period for measuring the delay profiles corresponding to a wireless condition or a service quality level. For example, the wireless condition indicates the number of spread codes and the service quality level depicts reception quality. A change recognition unit 12 recognizes a change in either of the wireless condition and the service quality level, and notifies a measurement-periods acquisition unit 13 of the change. The measurement-periods acquisition unit 13 acquires from the measurement-periods holding unit 11 a value of the measurement periods corresponding to the change. A delay-profile measurement unit 14 performs the measurement of the delay profiles on the basis of the acquired measurement periods.
