SOLUTION: A statistic calculation unit 10 determines a time having the least traffic amount during a predetermined period in a mobile communication network 30, and identifies mobile terminals 70 being in communication at that time. A subscriber information manager 20 performs processing for affording a predetermined privilege against each contractor of the mobile terminals 70 identified by the statistic calculation unit 10. A WEB server 50 performs processing for the publication of the time of the least traffic amount, determined by the statistic calculation unit 10, on the Internet 80.
