PROBLEM TO BE SOLVED: To efficiently perform communication in the transient condition where both voice communication and data link communication are used.
SOLUTION: In a communication switching part 15, a communication means (voice communication or data link communication) is discriminated by reception signals of a voice communication transmission/reception part 11 and a data link communication transmission/reception part 13 to manually switch the communication means. A data link communication system is set to the pause state at the time of use of voice communication, and a voice communication system is set to the pause state at the time of use of data link communication. In the case of voice communication, control instructions given with a voice in the same manner as present. In the case of data link communication, they are given by selection from representative transmission message candidates in a transmission/reception message management part 22 or are given with a voice in the same manner as voice communication by using the voice recognition function of a voice discrimination part 24.
