A sub-master unit 2 is equipped with a monitoring function for monitoring whether or not communications with a master unit 1 can be started via a communication part 22 and an address setting request function which transmits its own address and a communication request to the master unit 1 via the communication part 22 in response to an initial operation input from an operation part 21 when the communication can be started, and transmits its address and an address setting request to the master unit when its address and an allowance are received from the master unit 1. The master unit 1 is equipped with an allowance function for transmitting the address of the transmission source and the information of the allowance when the address of the transmission source and the communication request are received via a communication part 12, and an address setting function for storing and setting the address of the transmission source into a ROM 16 when the address of the transmission source and the information of the address setting request are received via the communication part 12.
