To provide a composition for forming a hydrophilic membrane giving excellent contamination-proofing property, defogging property, quick drying property of water, wearing-resistance and sustainability of hydrophilic property onto surfaces of various kinds of supports, and a hydrophilic member.

The composition for forming the hydrophilic membrane includes (A) a copolymer having a repeating unit having a hydrophilic group represented by general formula (A1) and having a repeating unit having a hydrolytic alkoxysilyl group, and (B) a metal complex catalyst. In the hydrophilic member, the support is coated with the composition, (wherein R3 and R4 represent H or a hydrocarbon group, A represents an oxygen atom, L1 represents a straight-chain connection group, the number of elements constituting the main skeleton is 4 or more, and W represents a hydrophilic group).
