The subject composition is obtained by including (A) 1- hydroxy-2-pyridones of formula [R1 is a 1-17C alkyl, 2-17C alkenyl, 5-8C cycloalkyl, 7-9C bicycloalkyl, (substituted) 6-14C aryl or the like; R2 is H, a 1-4C alkyl, 2-4C alkenyl, 2-4C alkynyl, a halogen, phenyl or benzyl; X is an organic group, an ion of an alkali metal, ammonium ion, a two to tetravalent cation], (B) a silicone oil, (C) a glycyrrhetinic acid and/or one or two or more compounds selected from glycyrrhetinic acids and (D) a hydrophilic nonionic surfactant.
