Abstract:

PURPOSE: To attain picture compression in a natural form with respect to picture movement by generating a frame data in response to a moving picture and a still picture respectively in response to the moving component.

CONSTITUTION: A video data from a frame memory 22 is delayed by one field therein and fed to a frame data generating frame memory 24, in which the data is delayed by one field and the result is fed to a movement detection circuit 23. A moving detection signal is introduced for each picture element data and fed to a memory control section 25. The control section 25 selects a segmented block of an in-field data and a segmented block of an inter-field data respectively for each block based on the movement detection signal. The segmented block is formed by one frame in the memory 24. Then the data outputted from the memory 24 is inputted to a picture compression section 26, from which a compressed data is formed. Then the converted data is inputted to a time axis multiplex section 27 and the movement detection signal from the circuit 23 is added and led to an output terminal 29 via a modulation section 28.
