To shorten a time from compression and forming of an article to be compressed to delivery thereof.
In one side wall part on a discharge side of a discharging casing 5 in which a discharge port 2 having a gate 3 is provided on the tip side and a discharging pusher plate 4 is housed on a base end side so as to be able to drive pulling and pushing, a through-in port 8 is provided on the tip part upper side and the tip opening part of a compressing casing 7 in which a compressing pusher plate 10 is housed on the base end side so as to be able to drive pulling and pushing is communicated and connected. A compressed and formed article holding cylinder 21 is connected to the downstream side of the discharge port 2, and a binding devise 16 is provided on the downstream side thereof. In a first cycle, a compressing and forming operation of a waste plastic 15 is conducted in a state that a discharge port side of a volume reducing partition 20 is closed by the gate 3, and after a second cycle, the waste plastic 15 is compressed and formed in a state that the discharge port side of the volume reducing partition 20 is closed by the back face in a discharge direction of the compressed and formed article held by the compressed and formed article holding cylinder 21.
