A false signal creation tool 4 having both an image signal conversion part 6 for converting image signals of a target PC 1 of a single-task OS into signals that can be processed by a multi-task OS and a keyboard signal conversion part 7 for causing signals input to the keyboard of a computer using the multi-task OS to be converted into signals that can be processed by the single-task OS is connected between the target PC 1 of the single-task OS and a false target PC 2 of the multi-task OS. The false target PC 2 is connected to a control PC 3 via an Internet line 5. The state of the target PC 1 is reproduced in the false target PC 2 and the target PC 1 is remotely controlled by the control PC 3 via the false target PC 2.
