PURPOSE: To provide such a device that requires no interpretation between different languages and also can perform the human processing to reflect a minute error as a minute mistake of interpretation.

CONSTITUTION: A given concept is divided into concept elements and converted into the signals where the meaning of each element concept is reflected, then these signals are recorded or processed against a fact that a certain concept is symbolized, recorded and computed by an existing computer. That is, a concept converter is provided with a data base which stores the sorting obtained by sorting and arranging the element concepts necessary for expression of an event, the concept items belonging to each sorting concept and the characteristic information on the signals (which show the multi-dimensional characteristics and can be multiplexed by integration) correspondint to those sorting concepts and concept items, and a converter means which converts the supplied element concept into a signal that can be recorded with reflection of the meaning of the element concept by collating this concept with the data base.
