To eliminate a waste of a photocatalyst by permitting a photocatalyst function added to the surface of a concrete member and the majority of the photocatalyst used to exhibit a catalyst function.
The concrete member manufacturing method comprises processes of (1) preparing a roadbed 2 performing water permeable pavement, (2) laying and forming a porous layer 3 mainly formed of an aggregate and cement, (3) spraying and attaching the photocatalyst to the surface before being hardened, (4) curing to harden the porous layer 3 and to stick the photocatalyst, and (5) finishing. When necessary, joints 5 are provided in appropriate positions. Thus porous concrete water permeable pavement having the photocatalyst layer 4 stuck by the cement as a binder on the surface is obtained.
