To abbreviate the laying operation of a heater wire at a site and to allow heat being generated from the heater wire to flow to the surface side of a concrete plate efficiently by burying the heater wire into the concrete plate and forming a heat insulation layer being formed in one piece with concrete at the reverse side.
Non-slip rubber 11 is mounted to a concrete plate 10, and heater wire is arranged inside. The heater wire is fixed to a welded wire netting that is used as the reinforced reinforcing bar of concrete in a zigzag. Welded wire netting, the heater wire, the connection part between the inner conductor and the outer conductor of the heater wire, a lead wire connection part, and one portion of a lead wire 40 are buried into the concrete. Also, a heat insulation layer 50 that is formed in one piece with concrete is formed at the reverse surface side of the concrete plate 10. As the heat insulation layer 50, spherical resin or a heat insulation spherical body made of a foam, resin with an air layer inside, and the heat insulation body of foam are used.
