This conductive liner inhibiting generation of static electricity, imparts the conductivity to the surface of a top layer of the liner comprising more than one layers of recycled waste-paper bases by dispersing organic conductive fibers comprising acrylic resin fibers the surface of which is treated with copper sulfate and then paper making.
