PROBLEM TO BE SOLVED: To provide a conductive porous substrate in which, when it is used for a fuel cell, a short circuit is unlikely to occur and a fuel cell having high durability can be obtained.SOLUTION: A conductive porous substrate is a conductive porous substrate including carbon fiber, and in which, characterized, when setting the in-plane direction of the conductive porous substrate as 0° and the thickness direction as 90°, and letting the number of carbon fibers oriented in the direction of 0° or more and less than 10° be N1 and the number of carbon fibers oriented in the direction of 10° or more and 90° or less be N2, N1/N2 is 85/15 to 100/0.
