To provide a conductive rubber roller capable of restraining the increase of a volume resistivity value due to energizing without largely increasing the variation due to operating environment and the voltage dependency of an electric resistivity value, and to provide a method of manufacturing the same.
The conductive rubber roller includes a first layer composed of an ionic conductive foaming rubber elastic body, and a second layer composed of an electronic conductive rubber elastic body formed on the outer periphery than the first layer. The volume resistivity value of a layered body comprising the first layer and the second layer at applied voltage of 1,000 V measured in the layered body state is within 6.0 to 8.0 Log, and the surface resistance value of the second layer is equal to or under the volume resistivity value of the first layer.
