To provide a new method for monitoring a degree of congestion of a target area in real time with high accuracy.SOLUTION: A congestion degree estimation apparatus 30 includes: a data acquisition unit 102 which acquires input data including a list of receiving signal strength that indicates strength of short-range radio signals transmitted from a plurality of portable terminals in a target area; and a congestion estimator 103 which includes a learned model 103a configured to receive the input data and output a congestion degree indicating current congestion of the target area and estimates a degree of congestion.SELECTED DRAWING: Figure 4
