Granules such as crushed glass or crushed iron are filled into the interior of a weight 3 of a metal ring hollow body 4 alone or in combination. Subsequently, they are embedded concentrically between the inside periphery and the outside periphery of the base portion 2 by insert molding. In this case, the base portion 2 is fitted into the lower portion of the sign body, and prevents the granules from flowing out the base portion 2 even in case the base portion 2 breaks. The use of the material is reduced by making the base portion 2 smaller and thin walled. In addition, iron granules having a high specific gravity and costing less as granules and recycled polystyrene as a material for the conical traffic sign 1 are used to reduce cost, thereby making the sign stable when installed on a road, and addressing easily damage of the base portion 2.
