A user carries a lift ticket with an IC chip, and his entry or leaving is detected by weak radio waves from the lift ticket at the time of passing through the gate of the lift and the rest house. In a lift gate management part 3a or the like, the number of leaving people at a get-off gate 2a or the like is subtracted from the number of entering people at the get-on gate 1a of the lift or the like, the carrying capacity of the lift is subtracted and the number of the waiting people is calculated. The data of the respective lifts are gathered in a lift gate main management part 6. In a gate management part 10a or the like, the number of the leaving people at an exit gate 9a or the like and the number of the seats of the rest house are subtracted from the number of the entering people at the entrance gate 8a of the rest house or the like, and the number of the waiting people is calculated. The data of the respective rest houses are gathered in a rest house main management part 13. Both data are gathered in a management center 1 and displayed on the first and second display parts 5a and 12a or the like through first and second display control parts 4a and 11a or the like.
