To realize safe decentralized control based on information shared among a plurality of controllers.SOLUTION: A decentralized control system includes a plurality of controllers and executes control on a controlled device. One of the plurality of controllers transmits and receives information related to the plurality of controllers between itself and other controllers included in the plurality of controllers. The information includes quality information indicating control quality of the plurality of controllers.
